Interview of Cdr. Meredith Austin, USCG, containing detailed descriptions of her activities relating to Hurricane Katrina rescue operations including: shortly before Hurricane Katrina made landfall in the Gulf Coast area, FEMA gave the National Strike Force (NSF), a "blanket" mission assignment for ESF-10 (Emergency Support Function for HAZMAT and oil); blanket mission assignment gave the Strike Teams the necessary flexibility to pre-stage assets wherever needed, not just in one state; the relationship the Strike Teams have with the Coast Guard Areas and the Air Stations and how they coordinate getting the necessary materials and equipments to the affected locations; and due to the extent of damage from Katrina and the high level of strike teams activity, the NSF took the lead in coordinating resources out of the NSF Coordination Center in Elizabeth City, N.C., including balancing Coast Guard needs, as they did when they coordinated the initial needs for search and rescue missions, while managing Strike Force resources and responding to the requests and needs of the Environmental Protection Agency (EPA).
